I have no idea how it works, so don't ask.

Damage Health on Touch at 3 to 3 pts for 1 sec in 0 ft
Drain Health on Touch at 27 to 27 pts for 2 sec in 0 ft
Weakness to Magicka on Touch at 100 to 100 pts for 1 sec in 1 ft
Absorb Health on Touch at 100 to 100 pts for 1 sec in 0 ft
2nd Stage
Damage Health on Target at 3 to 1 pt for 1 sec in 1 ft
Drain Health on Touch at 27 to 26 pts for 1 sec in 1 ft
Weakness to Magicka on Touch at 100 to 100 pts for 1 sec in 1 ft
Absorb Health on Touch at 100 to 99 pts for 1 sec in 0 ft
2 Stage Enchantments Explained
To Perform a 2 Stage Enchantment:
First, set the enchantment formula exactly as it says in the 1st Stage.
Next, attempt to finalize the enchantment by pressing the "X" button. You will receive a message which states "You cannot add more enchantment to an object than it can hold".
Now, go back into each effect in the enchantment and change the formula to exactly as it says in the 2nd Stage.
After re-setting everything to the exact 2nd Stage formula, you may now actually finalize the enchantment by pressing the "X" button.
When this thing is finished, it deals about 750 damage. ~300 of it gets restored into your health. You don't have you use an Ebony Scimitar, but few other things have enough enchantment points. (you need 80). You should use Vivec's soul with it, too, if you're done with the main quest.
